Instructions for Area Captains, Neighborhood Captains, and Block Captains

Pre-Drill Instructions for Area Captains
  1. Choose a representative to send/receive messages to & from the city. 
  2. Choose a representative to send/receive messages to & from Neighborhood Captains. This could be but does not have to be the same person who communicates with city officials. Be sure you have a ready list of text capable cell phones for each Neighborhood Captain in your Area.
  3. Choose back-up reps at the Area level in case your first set of reps can’t be reached.
  4. Share additional documents attached in this email with Neighborhood Captains and Block Captains, and do any training necessary to help them understand this year’s drill.
Night of the Drill Instructions for Area Captains
  1. Receive a text message from the city at 6PM on Monday, September 14 (StartEx 1800hrs).
  2. Forward the message to Neighborhood Captains.
  3. Instruct them to forward the message to Block Captains.
  4. Wait for responses from Neighborhood Captains.
  5. Send collated response tallies to the city.
  6. Expect a response from the city thanking everyone and sharing drill results.
  7. Send city thank you text back down to every resident through Neighborhood and Block Captains.
  8. Drill end at or before 8PM (EndEx, no later than 2000hrs).

  1. Choose a representative in your neighborhood to send/receive messages to & from Area Level Command. Communicate this representative to the Area Level Command.
  2. Choose a representative to send/receive messages to & from Block Captains. • This could be but does not have to be the same person who communicates with Area Level Command. Be sure you have a ready list of text capable cell phones for each Block Captain in your Neighborhood.
  3. Choose back-up reps at the Neighborhood level in case your first set of reps can’t be reached.
  4. Share documents with Block Captains, and do any training necessary to help them understand this year’s drill.
  5. Encourage residents to create or update a 72-hour emergency kit.

  2. Forward the message to Block Captains.
  3. Instruct them to forward the message to residents.
  4. Wait for responses from Block Captains.
  5. Send collated response tallies to Area Level Command.

  7. Send city thank you text back down to every resident through Block Captains.
  8. Drill end at or before 8PM (EndEx, no later than 2000hrs).

  1. Block Captains should introduce the drill to every household in their assigned block, including rental units. Ask them to participate on the night of the drill.
  2. Plan in advance and exchange cell phone numbers with the adults in your block. • DO NOT collect phone numbers for anyone younger than 18 years old. • IF the city sent an emergency notification using the Block Captain system, parents can choose whether to forward that notice to their children. Block Captains should ONLY communicate with other adults.
  3. Choose a back-up Block Captain in case you can’t be reached. Communicate this to your Neighborhood Captain.
  4. Do any training necessary to help Lindon City residents understand this year’s drill. For download below is a door-to-door flier for you to write your name and phone number
  5. Encourage households on your block to create or update a 72-hour emergency kit.
Night of the Drill Instructions for Block Captains
  1. Receive a text message from the Neighborhood Captain after 6PM on Monday Sept. 14 (StartEx 1800hrs).
  2. Forward the message to participating adults on your block.
  3. Tally responses from residents.
  4. Quickly send collated response tallies to your Neighborhood Captain.
  5. Expect a response from the city via your Neighborhood Captain thanking everyone and sharing drill results.
  6. Forward city thank you text to your block.
  7. Drill end at or before 8PM (EndEx, no later than 2000hrs).
